SUMMARY
The role of a Country Director for China exists to establish and lead operational presence in China by way of a commercial entity (WFOE). Based in Shenzhen, the entity will enable strategic partnerships, academic collaborations, and market intelligence that directly support the university’s brand visibility, support postgraduate programme market growth, and drive long-term engagement in China. As China is a vast market, the candidate is expected to carry the load of entire China operations.
PRINCIPAL ACCOUNTABILITIES
1. Be part of the OOC team to help oversee the establishment and operationalisation of the WFOE, including budgeting, HR and legal registration.
2. Lead the OC Shenzhen-WFOE team in China (based is Shenzhen) and responsible for its overall healthy daily operations. Will be appointed the Legal Representative of the WFOE
3. Act as the legal representative of the WFOE in China
4. Responsible for activities in China pertaining and monitor risks so as to ensure brand and compliance to Chinese laws and regulations
5. Develop and execute the OC Shenzhen’s GTM and strategic roadmap aligned with Vision and Mission.
6. As the chief representative of in China to build guanxi and amplify institutional visibility across key Chinese and government agencies.
7. Own and manage all functional teams based at OC Shenzhen to comply with local laws and regulations.
8. Own budgeting, reporting, and resource allocation at OC Shenzhen
9. Drive OC Shenzhen to identify new education and business opportunities in China and able to develop action plans to fulfil these opportunities
10. Proactive engagement with Chinese partner universities and industry groups
11. Support Advancement initiatives in China
12. Provide support to existing collaborations in China
13. Manage the one-stop shop in China, building and strengthening alumni networks and coordination engagements
14. Manage government relationships in China, working in coordination with OOC and cognate SOCI
15. Develop and implement strategic initiatives to effect Growth in Asia

CRITICAL SKILLS AND JOB COMPLEXITY
Academic / Professional Qualifications
• Postgraduate qualifications preferred
• Minimum 15 years in relevant leadership roles in China, preferably based in a relevant education entity
• Work experience in higher education sectors will be an advantage
• Must be fluent in English and Chinese
Knowledge and Skills
Strategy
The post-holder must have held a similar position. Should be able to demonstrate a successful track record in developing strategic action plans. Based in Shenzhen, China, the CD will:
• Lead in China as part of OOC regional leadership team.
• Engage with stakeholders to achieve their goals, enhance their presence in the Chinese market.
• Navigate through regulatory frameworks & business norms, and help them establish strategic contacts with relevant counterparts
• Identify opportunities and support delivery of academic programmes
• Help drive PGPP student recruitment in China
• Analyse the local and regional industry challenges, local government agendas and initiatives and develop action plans.
• Design and execute resourcing strategies and strategic initiatives to effect Growth in Asia in China
• Review and assess opportunities for new partnerships. Develop and document approaches and ‘pitches’ to stakeholders
• Provide timely market intelligence in China and on subjects pertinent to the China-ASEAN nexus.
Operational
A proven track record in operational management and delivery that includes project initiatives, the development of business proposals and business improvement that support organisational change, including the ability to:
• Start-up and manage operations for the commercial entity in China.
• Implement plans that lead to a single highly functional centre operation that will create key nodes across target regions in China
• Undertake business development focusing on academic and training products and helping to facilitate successful conclusions of contractual agreements.
• Market, promote and advertise products and services, brand building activities and relationship management that positively enhances the reputation of the University.
• Strong track record of compliance, budgeting and financial planning, and HR management.
• Organise engagement activities for leadership in China, in coordination with cognate SOCI
The post-holder should have:
• Held leadership roles
• Proven track record in business development and marketing
• Relevant experience in cross cultural management within a matrixed organization
• Evidence of a consultative and accessible leadership style, outstanding written and oral communications skills, and integrity
• Ability to gain credibility and trust with multiple layers of complex organizations from the University to corporations and vice-versa.
• Excellent understanding of how to communicate with different audiences ranging from C-Suites, Academics, Administrators, Students and Strategic Stakeholders
